Then determine consequences

Think about prevention
Can a government put in measures to prevent harm?
Is it necessary for a government to put in measures to prevent harm or should that be handled on the lowest level?

Can each person define harm based on the situation?
Some consequences are natural. They should be worked out between the individuals. If that does not work, then the family deliberates, then the community, then the society.

What does one want when one is harmed. For the action to stop. For reparations


Humans should be allowed complete autonomy.
The only time a human should be restricted is when their actions infringe on the life, liberty
